"Memorandum No. 17-1" in (1993) The Application of Federal Laws in … American Samoa, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands, 2, U.S. Department of the Interior, pp. 465–473 . As the memorandum explains, the definition of "United States" in 17 U.S.C. (usually) encompasses "organized" territories but not "unorganized" ones. American Samoa is of the latter type.
